- StateTexas air permitsTexas Commission on Environmental Quality (TCEQ). TCEQ authorizes new and modified air emission sources through a tiered system under New Source Review (NSR): de minimis, permits by rule (PBR), standard permits, and case-by-case NSR permits, with federal PSD and nonattainment review for major sources. Major sites also need a federal operating permit (Title V), issued as a site operating permit (SOP) or general operating permit (GOP).
- StateIdaho air permitsIdaho Department of Environmental Quality (DEQ). Idaho DEQ requires a Permit to Construct (PTC) before constructing or modifying sources that emit or may emit air pollutants, unless exempt. Rock crushers and certain dairies may use a Permit by Rule registration instead. General permits cover concrete batch plants, hot mix asphalt plants, and automotive coating. Tier I operating permits are Idaho's Title V permits (DEQ is the EPA-delegated agency); Tier II operating permits set facility caps, synthetic minor limits, or other limits. Rules are in IDAPA 58.01.01.
- StateOhio air permitsOhio Environmental Protection Agency (Ohio EPA). Ohio EPA DAPC issues air permits through its Central Office and district offices plus eight local air agencies that serve as Ohio EPA's representatives for their counties. Non-Title V facilities get a Permit-to-Install and Operate (PTIO); Title V facilities get a Permit-to-Install (PTI) for construction plus a Title V operating permit (OAC 3745-77). Lower tiers include permanent and discretionary exemptions (OAC 3745-31-03), the de minimis exemption (OAC 3745-15-05), permits-by-rule (OAC 3745-31-30), and general permits (OAC 3745-31-29), including oil and gas well-site and natural gas compressor station general permits. Best Available Technology (BAT) applies to new sources. Major sources go through attainment-area review (PSD, OAC 3745-31-10 to -20) or nonattainment review (OAC 3745-31-21 to -27).
- StateTennessee air permitsTennessee Department of Environment and Conservation (TDEC). TDEC's Division of Air Pollution Control requires a construction permit before building or modifying an air contaminant source unless it is exempt (Rule 1200-03-09), followed by an operating permit: true minor, conditional major (limits to stay below Title V), or Title V. Combined construction/operating permits are available. General permits (via Notice of Intent and Notice of Coverage) and Permits by Rule (via NOI and Notice of Authorization, Rule 1200-03-09-.07) cover listed categories. Major sources need PSD (BACT) in attainment areas or nonattainment NSR (LAER). Four local programs (Chattanooga-Hamilton, Knox, Memphis-Shelby, Nashville-Davidson) permit in their areas. Non-confidential submittals can be emailed to Air.Pollution.Control@tn.gov.
- StateOklahoma air permitsOklahoma Department of Environmental Quality (DEQ). Oklahoma DEQ's Air Quality Division issues permits under OAC 252:100 Subchapter 7 (minor facilities) and Subchapter 8 (Part 70 and major source construction permits), with public participation tiers set by OAC 252:4-7. Options include permit-exempt and de minimis facilities, Permits by Rule (including a Minor Oil and Natural Gas PBR), general permits (including the Oil & Gas Facilities GP), individual minor source construction and operating permits (Tier I), major source/Part 70 permits (Tier II), and PSD permits (Tier III). Minor NSR allows some construction after an administratively complete application, at the applicant's risk.
