- StateMichigan air permitsMichigan Department of Environment, Great Lakes, and Energy (EGLE). Michigan requires a Permit to Install (PTI) before installing, relocating, modifying, or reconstructing equipment that emits air contaminants (R 336.1201), unless an exemption in Part 2 applies. PTIs are free and do not expire. General PTIs exist for a few categories. Major sources need a Renewable Operating Permit (ROP), Michigan's Title V program (R 336.1210-1218). Part 18 (PSD) mirrors 40 CFR 52.21 and Part 19 covers nonattainment NSR.
- StateSouth Dakota air permitsSouth Dakota Department of Agriculture and Natural Resources (DANR). South Dakota DANR's Air Quality Program issues minor source operating permits (ARSD 74:36:04), Title V (Part 70) operating permits, general permits for portable and stationary sources (asphalt plants, rock crushers, concrete plants, grain elevators), and PSD pre-construction permits (ARSD 74:36:09, adopting 40 CFR 52.21). South Dakota is in attainment, so nonattainment NSR (ARSD 74:36:10) does not currently apply. The Rapid City area has PM10 Natural Events Action Plan requirements, including general permits for construction and continuous activities on state property. EPA Region 8 is the permitting authority in Indian Country.
- StateHawaii air permitsHawaii State Department of Health (DOH). Hawaii DOH's Clean Air Branch requires an Air Pollution Control Permit before constructing, reconstructing, modifying, or operating a stationary air pollution source or control equipment, except as provided in HAR 11-60.1-62 and 11-60.1-82. Permits are either Covered Source Permits (major sources and sources subject to federal NSPS, NESHAP, or PSD; Hawaii's Title V-equivalent program) or Noncovered Source Permits (all other sources). Both have initial, renewal, temporary, general, modification, and transfer actions. Agricultural burning permits are also issued.
- StateTexas air permitsTexas Commission on Environmental Quality (TCEQ). TCEQ authorizes new and modified air emission sources through a tiered system under New Source Review (NSR): de minimis, permits by rule (PBR), standard permits, and case-by-case NSR permits, with federal PSD and nonattainment review for major sources. Major sites also need a federal operating permit (Title V), issued as a site operating permit (SOP) or general operating permit (GOP).
