Georgia Air Permits

Georgia EPD requires an air permit before beginning construction or modification that may cause air pollution, unless exempt (Rule 391-3-1-.03(1), (2), (6)). Minor and synthetic minor sources get SIP construction and operating permits; some categories can accept a permit-by-rule (which still requires a SIP permit). Major sources need PSD/112(g) construction permits and Title V (Part 70) permits filed through GEOS. Projects subject to Georgia's VOC or NOx RACT rules must always be permitted with public notice.

Air permits & authorizations

  • SIP permit exemptions

    Exemption

Equipment-specific exemptions with size and throughput limits. Exemptions cannot be used to avoid emission limits or major source thresholds; cumulative unpermitted increases are tracked under Rule 391-3-1-.03(6)(i)3. A No Permit Required (NPR) form can be used for determinations.

Thresholds (summarized from source, not a quotation)

Example: a boiler greater than 10 mmBtu/hr must be permitted regardless of emissions (restated from EPD).

  • Permit-by-Rule

    Permit by Rule

Standardized conditions for fuel-burning equipment (gas/LPG/distillate or residual oil), on-site power generation, concrete products, asphalt plants, cotton gins, coating and gluing, printing, non-reactive mixing, fiberglass molding, and nut shelling. A SIP construction/operating permit is still required.

  • Generic Air Permits

    General Permit

EPD's generic permits page states the Air Protection Branch currently has no issued generic permits (the SIP permitting page separately mentions approved generic permits for concrete batch and hot mix asphalt plants).

  • SIP Construction and Operating Permit

    Minor NSR

Initial permits and modifications for minor (B) and synthetic minor sources. EPD timeframe goal for non-PSD construction permits is 120 days or less.

  • Synthetic Minor Permit

    State Operating

Federally enforceable limits restricting potential emissions below major source thresholds so the facility can operate without a Title V permit.

Major NSR (PSD & nonattainment)

  • PSD / 112(g) Construction Permit

    PSD

For major sources and major modifications; EPD timeframe goal is 6 months or more.

Title V operating permits

  • Title V (Part 70) Permit

    Title V

Filed electronically through GEOS; for a new major source the application is due within one year of beginning operation as a major source. A SIP major source transitional permit applies to facilities that cannot accept synthetic minor limits.

Oil & Gas

Georgia has no significant oil and gas production. EPD's permitting pages list no oil-and-gas-specific air program; pipeline compressor stations follow SIP or Title V permitting.
